4 Variables which you have created for Fiscal Year should be in Dimension Qualification. So don't change that Variables ok...And also don't change the other measure variables which are populating correctly in your cross tab. Only for those 2 variables you change it to Detail Qualification for the Dimension which you have #unavailable error.
For Eg: you create a new cross tab with only with Fiscal year and No.Of Vehicle
column with that measure value corresponding to that row & column and let me know..
