According to my experience & understanding level, we assign the counting rule against attendances / absences. But there is no provision to assign the sequential number directly with attendances / absences.
So according to me Attendance / Absence type can not determine which sequence number to choose from counting rule and will be in a dilemma from which deduction rule it need to go with and so with quota type assigned to it.
Still take a try in testing the outcomes, I will test this whenever I get chance.
